At the International Astronautical Congress in Glasgow, Scotland on September 30, 2008, Dr. Robert Richards, CEO of Odyssey Moon, chaired a panel called, "Real Space, Real Law, Real Progress." This was a discussion panel, focusing on International Space Law and its role in the modern world of commercial space exploration. As one panel member put it "Where explorers go, lawyers follow." Bob Richards started the session off by asking each of the panelists to comment on what their occupation is and how space law impacts on it, how stable it is and how they see it will develop.
They talk of ITAR, the Outer Space Treaty, and how the expansion of the economic sphere to include the moon may go beyond what the writers of the treaty could have imagined. For example, in the Outer Space Treaty there are references to the "launching country", but with the "rapid commercialization of space, will this make any sense in the future?"
